I have the honour to forward to Your Excellency the

enclosed papers which His Excellency the General Officer

Commanding forwarded for my remarks. I am in full accord

with the General's letter. I consider that these men

constitute a menace in a Colony like Hongkong and I think

they should be made Prisoners of Tar.

I feel very strongly that men who have sworn

solemnly to serve Germany, and Germany alone and above all else on earth, are unlikely to be deterred from keeping that oath, if the opportunity occurs, by any undertaking they may have given to us since, especially when the conditions imposed upon them suit their personal convenience and leave them in a position to do what they have sworn

to do.

I was not previously aware that there were so mány mên liable to serve the enemy, at large in this

Colony.
